LRT1 CAVITE EXTENSIONS GROUNDBREAKING CEREMONY
The Light Rail Manila Corporation (LRMC), the contracted operator of LRT 1, held its groundbreaking ceremony for LRT 1 Cavite Extension Project on Thursday to officially begin its construction.

The ceremony was led by Transportation Secretary Arthur Tugade, Public Works and Highways secretary Mark Villar, Ayala CEO Jaime Augusto Zobel de Ayala, and Metro Pacific CEO Jose Lim, and Sen. Cynthia Villar.

According to Light Rail Manila President and CEO Rogelio Singson, the P64.9-billion project of the Light Rail Transit Line 1 (LRT1) extension from Baclaran to Bacoor, Cavite is eyed to be completed on October 2021. On its opening year, the railway line is anticipated to accommodate 410,000 passengers a day.

This Private-Public Partnership (PPP) was bagged by LRC, a conglomerate of Ayala Corporation and Metro Pacific Investments Corporation (MPIC) last February 2016. According to PPP Center, the private partner will assume the design, construction, financing, operation, maintenance of the integrated system upon completion of the project as well as undertake forthcoming system maintenance, upgrades and permitted commercial development.

LRMC stated that the Cavite extension project will cover 8 stations for its initial operations, namely Aseana Station, MIA Station, Asiaworld Station, Ninoy Aquino Station, Dr. Santos Station, Las Pinas Station, Zapote Station and Niog Station.

COMING SOON: UP DASMA IN VISTA CITY
A UP Technology Innovation campus will soon rise in Dasmariñas, Cavite as part of the University Town of Vista City—an “integrated urban development” project of Vista Land and Lifescapes, Inc. (Vista Land).

This campus is intended to facilitate collaboration and develop partnerships with industries and business enterprises within CALABARZON for the promotion of education, training, and research in innovation.

The idea behind this development was the UP think paper published last March, “Knowledge-based Development and Governance: Challenges and Recommendations to the 2016 Presidential Candidates,” which says that investing in knowledge capital is key to progress and sustaining inclusive growth.

A memorandum of agreement (MOA) signed by the University with Vista Land on June 27 at The Peninsula Manila formally established the partnership that will make this campus a reality. The signatories were UP President Alfredo Pascual, Vista Land President and CEO Manuel Paolo Villar, Senator Cynthia Villar, and Vista Land Chairman Manuel Villar Jr. UP Vice President for Academic Affairs Gisela Concepcion and UP Vice President for Development Elvira Zamora witnessed the signing of the agreement. UP Diliman College of Engineering Dean Aura C. Matias and Technology Transfer and Business Development Office Director Luis G. Sison were also present during the event.

Pascual said that this UP campus “can give its student-technopreneurs a better shot at bringing discoveries, inventions, and designs to the innovation stage and competing on the bigger world stage.”

“[It] is envisioned to become the birthplace of local tech start-ups that will ensure that the Philippines will remain competitive in today’s global economy,” according to Manuel Villar Jr.

Manuel Paolo Villar added that with the signing of the MOA, “doors [will be] opened to aspiring technopreneurs and big tech industry players alike” and that the country will “[get] closer to making this economically progressive future a reality.”

In the agreement, Vista Land agrees to donate five hectares of land to the University within Vista City’s University Town “for the purpose of establishing, developing, and operating a campus in the area.” Vista Land, meanwhile, will develop the property and construct the buildings and facilities of the campus “at its sole expense.”

Upon completion, the development will be turned over to the University through a deed of donation.

According to Vista Land, Vista City is located in a 1,500-hectare area where Cavite, Laguna, Las Piñas, and Muntinlupa converge. Apart from the University Town, its development components are “Lifestyle Retail, Prime Office Space, Themed Residential Developments, and Leisure.”

CALAX CONSTRUCTION TO START IN Q1 2017
MPCALA Holdings Inc., the winning bidder for the P35.42-billion Cavite-Laguna Expressway (CALAX) public-private partnership (PPP), expects to break ground for the project in the first quarter of 2017, a top official of Metro Pacific Investments Corp. (MPIC) unit said.

MPCALA, a sub-unit of MPIC’s tollroads arm Metro Pacific Tollroads Corp. (MPTC), received the notice of award for the 35-year contract to build operate and maintain the 44.6-kilometer toll road through Cavite and Laguna.

“CALAX, we are hoping [to break ground] early next year. First quarter,” Rodrigo Franco, MPTC’s chief executive officer (CEO), told reporters at the sidelines MPIC’s first quarter financial briefing in Makati City.

Last year, the Department of Public Works and Highways (DPWH) chief Rogelio Singson said the construction of the project could begin in March 2016.

However, Franco, during the recent interview, said there are still many things that needed to be settled before the construction can proceed.

For instance, the right of way (ROW) for the project site is still at a very early stage. Franco said only a small percentage of the ROW has been acquired.

“We just starting mobilizing,” Franco said.

He noted that if the groundbreaking proceeds in the first quarter of 2017, then the project is still within the schedule dictated by the timeline. “It is still within the timeline,” he said.

When the contract was awarded to MPCALA in June 2015, the conglomerate said it expected the ROW to be completed after 24 months maximum.

Franco explained that the process is a long and tedious one and the laundry list of important things to do is quite long before the construction could begin.

MPTC is looking to raise funds for the project later this year.

MPIC group made a down payment of P5.4 billion to the government, representing 20 percent of the P27.3 billion premium it offered to pay the government.

CAVITEX-C5 SOUTH LINK ROAD PROJECTS STARTS
THE IMPLEMENTATION of a new tollroad project that will link the southern part of Metro Manila and nearby provinces to Circumferential Road No. 5 (C5) formally started last Friday.

This makes it among the last few infrastructure deals to start before the term of the Aquino administration ends in June this year.

Metro Pacific Investments Corp., through unit Cavitex Infrastructure Corp., held a groundbreaking ceremony for the 7.7-km Cavite Expressway C5 South Link Project.

The P12-billion, six-lane project is a joint venture between the Philippine Reclamation Authority (PRA) and Cavitex Infrastructure Corp.

It aims to help decongest traffic by linking major business districts in Makati and Taguig to the southern cities of Parañaque, Las Piñas and Cavite, targeting high-value trips such as cargo trucks, vans and buses.

The C5 South Link will run from the end of C5, just before entering the South Luzon Expressway, to Cavitex near the Parañaque Toll Plaza.

“South Metro Manila is composed mostly of residential areas. Most people living here are working in Makati, Taguig and Ortigas. So during rush hour, there is a large volume of vehicles that travel daily, resulting in traffic congestion on Edsa and C5,” Cavitex Infrastructure president Luigi Bautista said in a statement.

“The Cavitex C5 South Link will enable residents of Cavite, Las Piñas and parts of Parañaque to avoid Edsa, and take a direct link to and from C5 to the Cavitex,” he added.

The first phase of the Cavitex C5 South Link construction starts in 2016, to link C5 and Merville, Parañaque by way of a flyover. The second phase starts in 2017 where the link between Merville and Cavitex will be built. Full completion is seen before 2020.

Bautista said that aside from decongesting traffic in the south, the toll road will help increase productivity and economic activity in the area.

Cavitex Infrastructure is a unit of Metro Pacific Tollways Corporation (MPTC), a subsidiary of Metro Pacific Investments.

It has completed Segments 1 and 4 of the Manila-Cavite Toll Expressway Project. Segment 1, formerly called Coastal Road, runs from MIA road up to Longos, Bacoor. From there, Segment 2 covers another seven kilometers and ends in Kawit, Cavite, where it will connect with MPTC’s future expansion projects in Cavite.

The construction, operation and maintenance of the project is projected to generate at least 1,000 jobs.

CAVITE-LAGUNA EXPRESSWAY PROJECT VIDEO PRESENTATION

The Cavite–Laguna Expressway (CALAX) is a proposed expressway that will cross the provinces of Cavite and Laguna in the Philippines. The construction of the four-lane 47-kilometre-long (29 mi) expressway will connect CAVITEX in Kawit, Cavite to SLEX-Mamplasan Interchange and will cost an estimated ₱35.42 billion or US$787 million.
